The NSW/ACT Network of FaHCSIA comprises a State Office in Sydney, 6 Indigenous Co-ordination Centres and a Regional Operations Centre. The Network represents the Department across NSW and the ACT; it manages funding agreements for mainstream and indigenous specific programs and maintains effective working relationships and partnerships with all stakeholders and clients, particularly the NSW Government. It has a lead role in the whole-of-government coordination effort in Indigenous affairs across Australian Government agencies at the State, regional and community level, and in supporting the implementation of COAG National Partnership Agreements in NSW, particularly those that go to Closing the Gap in Indigenous disadvantage.


Indigenous Coordination Centres (ICCs) are a key part of the Australian Government’s way of working with Aboriginal and Torres Strait Islander people. ICCs operate by delivering programs and services to Aboriginal and Torres Strait Islander people. ICCs oversee and promote effective coordination of the Australian Government’s Indigenous programs and service delivery at the regional and local level, with a strong new emphasis on harnessing mainstream services for the entire regional community.

People working at the APS 6 level within an Indigenous Coordination Centre (ICC) require a good knowledge of Indigenous issues and a specialised knowledge of the major issues within their local area. They also require knowledge of FaHCSIA’s role and functions as well as an understanding of how their work area contributes to positive outcomes for Aboriginal and Torres Strait Islander communities and individuals.

Description of the role

An APS 6 officer is able to work collaboratively, anticipate opportunities, encourages creativity, is flexible and innovative and meets the highest ethical standards. The APS 6 Community Engagement/Project Officer will have the following attributes:

  • professional approach to work and credibility in the workplace;
  • ability to contribute and drive significant change agendas;
  • ability to communicate effectively with Aboriginal and Torres Strait Islander peoples.
  • the influence necessary to achieve results in a whole-of-government context;
  • a positive approach to issues resolution;
  • a proactive approach and the ability to inspire enthusiasm in others; and sound judgement.

Duties

Within a whole of government context and the broader COAG agenda and under the direction of the ICC Manager, the Community Engagement/Project Officer will:

  • Support the overall functions and performance of the ICC to achieve Closing the Gap targets through the coordinated delivery of programs and services to Aboriginal and Torres Strait Islander people.
  • Develop and strengthen relationships with the Aboriginal and Torres Strait Islander community and develop place based solutions to address Indigenous disadvantage
  • Manage small grant programs and funding agreements
  • Contribute to development, research, documentation and monitoring of Regional Partnership Agreements and Shared Responsibility Agreements;
  • Negotiate, liaise and maintain partnerships within the ICC, FaHCSIA, external organisations, Aboriginal and Torres Strait Islander communities, individuals and other Australian government agencies;
  • Represent the department externally as required;
  • Prepare briefings, submissions, reports, reviews, contractual documentation and general correspondence;
  • Provide high level administrative support to the ICC Management team and ICC staff as required; and
  • Work in a team, including leading staff in the whole-of-government context and monitor their performance

Desirable qualifications / Additional Comments about the Position

  • This position has identified criteria and Aboriginal / Torres Strait Islander people are strongly encouraged to apply.
  • A valid NSW driver's licence is essential as successful candidates will undertake regular travel within the ICC region.

This is a temporary vacancy until 30 June 2012, with a possibility of extension or ongoing filling.

Selection Criteria

The following criteria reflect the abilities, qualifications, experience, standard of work performance and personal qualities sought in the occupant of the position.

  • Criterion 1 - Demonstrated knowledge and understanding of the issues affecting Indigenous Australians and the ability to communicate and negotiate sensitively and effectively with Aboriginal and Torres Strait Islander people. This includes the ability to effectively engage Aboriginal and Torres Strait Islander people and communities.
  • Criterion 2 - Knowledge of the Australian Government's integrated whole-of-government approach to the delivery of services and programs to Aboriginal and Torres Strait Islander people.
  • Criterion 3 - Well developed oral communication skills, including productive stakeholder management, interpersonal, representational, negotiation and liaison skills including the ability to represent the organisation at meetings with local Aboriginal and Torres Strait Islander communities. Well developed written communication skills and the ability to complete complex quality correspondence and reports.
  • Criterion 4 - Demonstrated program/project management skills including the ability to develop and manage complex funding agreements and contracts with service providers and monitor performance.
  • Criterion 5 - Demonstrated high level organisational and team management skills, including the ability to lead a team, work well in a team, work independently, take responsibility, display initiative, set and achieve goals and manage competing priorities.
  • Criterion 6 - Demonstrated analytical and problem solving skills, including the ability to access and manage information, interpret and apply legislation and guidelines, and make sound judgments and recommendations.
